Initial analysis

The three-story, six-unit multi-family residential building at 384-388 Capp Street in the Inner Mission, built in 1907, has undergone several significant improvements and faced various challenges over its history. Most notably, the building completed a mandatory soft-story seismic retrofit in 2018 at a cost of $70,000, earning its Certificate of Final Completion as a Tier 4 property. Recent electrical upgrades are in progress, with a 400-amp service installation being issued in early 2024, following a cancelled 2022 attempt to upgrade from 60-amp service. The building has a history of maintenance and safety issues, particularly in the late 1990s, with multiple housing inspections revealing serious concerns including water damage, ceiling collapse, electrical problems, and plumbing issues. These historical problems were addressed, with most violations from a December 2003 routine inspection being abated by December 2004, including repairs to stairs, fire safety concerns, and various building code violations.

The property has seen numerous improvements over the years, including an interior remodel in 2012 that converted a dining room into additional living spaces, and multiple street space permits issued in 2019. A 2010 complaint regarding an unpermitted rear deck was resolved in 2011, and several plumbing and electrical upgrades were completed between 2003 and 2010. While recent 311 calls have primarily concerned street cleaning issues and graffiti (which are typical urban concerns), there have been no significant building complaints or violations reported in recent years. The most recent planning records indicate a proposal to move a cottage on the property onto a new foundation and remove an enclosed front porch, with CEQA clearance issued and designed by architect Joram S. Altman.

Number of units

The number of units affects how the model reads complaint and violation totals — more units means more potential sources.

Neighborhood location

Precise location is a proxy for neighborhood-level risk — some SF blocks have systematically higher DBI activity.

12-Month severity forecast
No violation 33.6%
Moderate concern 50.7%
