California Tenant Protection Act of 2019

Even when a building isn't covered by local rent stabilization, the statewide Tenant Protection Act (AB 1482) may still apply. It caps annual rent increases and requires the landlord to state a legal reason to end most tenancies.

AB 1482 does not apply to single-family homes and condos unless owned by a corporation, REIT, or an LLC with a corporate member; to owner-occupied duplexes; or to deed-restricted affordable housing. Initial analysis

780 Guerrero Street is a three-story, multi-family residential building constructed in 1916 in the Mission Dolores neighborhood, containing 14 apartment units and owned by 780 Guerrero Sf Ca 2020 Llc. The building has undergone significant renovations and improvements over recent years, with the most recent major work being a kitchen and bathroom remodeling project estimated at $71,955 initiated in January 2024, though this permit has been cancelled. A substantial soft-story retrofit was completed in 2017 (cost: $157,650), bringing the building into compliance with seismic safety requirements. The property has experienced several notable maintenance and safety issues, particularly between 2015-2017, including heating system failures (with documented temperatures as low as 61 degrees in December 2015), multiple instances of water-related problems, and various building violations related to interior surfaces, smoke detection, and fire safety systems. More recent complaints and maintenance issues include a flooding incident in late 2022 and concerns about hazardous storage of propane appliances in 2018. The building's renovation history shows consistent investment in unit improvements, including multiple kitchen and bathroom remodels (Units 4, 7, 8, 11, and 15), electrical upgrades, and plumbing repairs, such as the installation of new vinyl siding in 2019 and various plumbing system improvements between 2013-2015.

The property's recent history indicates improved maintenance and safety compliance, though some historical violations from 2015-2017 involved significant resident concerns, including heat-related issues and safety systems. The building completed its required soft-story retrofit work, receiving a Certificate of Final Completion, and has shown ongoing investment in unit improvements and infrastructure upgrades. Regular maintenance issues appear to have diminished in frequency, with recent work primarily focused on unit-specific improvements rather than addressing systemic building-wide problems. The building has also experienced periodic issues with external factors such as graffiti (documented in 2020 and 2021) and parking enforcement matters, though these are less relevant to the building's internal condition and safety systems.

Customer states i live at 780 guerrero street and for several months there has been loud construction going on starting from 8am-8:30am monday through friday. i am not sure where it is coming from but i am on the verge of moving out. i think it is coming from 20th street. i would like to know where this is and how long it will go on for. i live in a back apartment facing all of the courtyards all the way down to dolores park, i am not facing the street. it is very disruptive and the building shakes and it never ends all of us neighbors are going out of our minds. customer would like a call back regarding this complaint.(311 sr 101003789088)
