The three-story multi-family residential building at 1143 Potrero Avenue in the Inner Mission, owned by First Star Development Inc, was constructed in 1997 and contains two units. The building's maintenance history includes a documented repair in 2014, when exterior stucco was replaced to address water leakage, at a cost of $4,000.

More recently, the property has experienced recurring issues with graffiti, particularly throughout 2024-2025, with multiple incidents reported and resolved through the city's graffiti abatement program, most recently in January 2025. During 2024, there were several other notable incidents affecting the property and its surroundings, including reports of garbage and debris (specifically human waste or urine, though nothing was found during inspection in August), and a reported collapsed sidewalk in July which was determined to be behind the property line and therefore not enforceable by the Bureau of Street Use and Mapping.

The building was also the subject of a general request for service to the Department of Building Inspection in July 2024, which was transferred to their system for tracking. A graffiti incident reported to the MTA Paint Shop in July 2024 remains open as of October 2023.
