The three-unit, two-story multi-family residential building at 1373-1375 Utah Street in the Inner Mission was built in 1908 and is currently owned by David B. Carrasco. The property has undergone several significant improvements over the years, including a 2008 project to rebuild rear stairs and a second-floor deck, and an earlier 1995 installation of a fire escape ladder.

A substantial horizontal addition was completed in 1988, and there were multiple permit revisions in 1989. The building has experienced two primary periods of housing code violations: in 2003 and 2013. The 2003 violations, all of which were abated by February 2004, included issues with gas utility shutoff tools, self-closing exterior door devices, handrails, gas meter instructions, and light fixtures.

The 2013 violations, which were resolved between late 2013 and early 2014, involved problems with lighting, interior wall damage, lead paint concerns, and a fire extinguisher maintenance issue. Since these violations were abated, there have been no recorded housing code violations or complaints regarding the building for nearly a decade. Recent 311 calls from 2023 primarily relate to street-related issues outside the building, including abandoned vehicles and sidewalk parking concerns, which are not directly related to the building's condition or management.
