The two-unit residential building at 1491 Silver Avenue in the Portola neighborhood, owned by Tov Fanny, was constructed in 1967 as a two-story flats and duplex structure. The building's maintenance history shows minimal major work, with only two significant permits on record: a completed reroofing project from 1991 and a plumbing spot repair in January 2022 that was ultimately canceled.

Of particular note is a cluster of incidents in November 2024, where there were multiple reports (nine in total) of garbage and debris on or around the property, including three separate instances involving discarded mattresses and several cases of bagged or boxed garbage. Most of these incidents were resolved through intervention by Recology or Public Works Street and Environmental Services, though one case was closed due to inability to locate the debris.
