Initial analysis

The property at 113 28th Street in Noe Valley is a two-unit, two-story multi-family residential building constructed in 1900, currently owned by Gheno Trust The. The building has undergone several significant maintenance and repair activities over the past decades, including a complete reroofing in 2006 costing $5,000. The most pressing issues emerged in late 2018 when multiple building violations were documented, including problems with lighting, ceiling damage, inadequate smoke detector systems, plumbing issues, and accessibility concerns. These violations, along with a building complaint about ceiling leaks, were subsequently resolved by April 2019. Earlier complaints from 2010 had noted serious maintenance issues including heating problems, mold, plumbing defects, and pest control concerns, while a 1996 complaint mentioned problems with windows and safety features.

More recently, the property has experienced multiple parking-related complaints, with ten reports of driveway blocking or sidewalk parking between 2022 and 2024, most recently in November 2024. These parking issues have generally been addressed promptly, with some resulting in citations, though several cases were unable to be validated by responding officers. There have also been some sanitation-related incidents in the vicinity, including reports of garbage and debris in 2024, which were resolved by Recology. While these recent issues predominantly relate to parking and street maintenance rather than building condition, the frequency of complaints suggests ongoing challenges with vehicle access and enforcement in the area.
