This two-unit multi-family residential building, located at 419-421 Holloway Ave in the Ingleside neighborhood, was built in 1948 and is currently owned by Qui C. Ngo and Ha Kieu D. The property's significant historical events primarily occurred between 2006 and 2008, during which time there were several unauthorized construction activities at the garage level that triggered building violations.

In late 2006, construction of a workshop room and bathroom was reported, leading to multiple complaints and violations between November 2006 and April 2007, which were ultimately resolved in January 2008. The owners attempted to legalize this construction through various permits, including electrical work for lighting and wiring, though some permits were cancelled and modifications were required, including the deletion of a storage room and bathroom in October 2007. The building underwent several infrastructure improvements during the mid-2000s, including a 200-amp service upgrade with three meters and sub-panels in 2005, basement drain pipe removal in 2007, and ground floor wiring repairs in December 2007.
