Initial analysis

The 64-unit, three-story apartment building at 5285 Diamond Heights Boulevard, constructed in 1972 and currently owned by WRPV XIV DH SF LLC, has undergone significant recent renovations and faced several maintenance challenges. The property has seen substantial electrical upgrades in 2024, with multiple units receiving new 100a subpanels and comprehensive electrical system improvements including lighting, switch, and appliance circuit installations. In 2022-2023, there were important infrastructure improvements, including the installation of an exterior ADA lift, renovation of common areas, window replacements, and fire alarm system upgrades. However, the building has experienced notable security and safety concerns, particularly in 2023, with multiple tenant complaints about inadequate exterior lighting, garage security issues following the removal of lighting fixtures and non-functional garage gates, and concerns about maintenance of common areas. A 2023 fire safety violation remains open regarding sleeping area requirements, though many past fire system violations from 2021-2024 have been resolved or found to have no merit. The property has an extensive history of unit-specific improvements, including several kitchen and bathroom renovations across multiple units between 2013-2024, along with regular maintenance of building systems. Recent permits also indicate ongoing compliance efforts, including participation in the awning amnesty program and structural modifications for access compliance.

I believe there is water damage to a sharing wall. i believe the plumbing is broken and leaking into the wall and into the electrical circuits. the lights flicker when ever it rains. the area adjacent to the storage area and the storage room shares a wall with my bathroom wall. i have heard dripping of water above the microwave in my apartment and i can hear the sound of water coming from the storage room. i have watched management redo the wall several times and not fix the leak. there is also a hole in the garage where there is electrical wiring and water coming out of the hole.
