Initial analysis

The three-story multi-family residential building at 1717-1721 Stockton Street in North Beach, owned by Calvin Sue Ying & Amy E Gee, is a 4-unit structure built in 1914. The property has a documented history of maintenance and safety issues, with the most recent active building complaint dating from September 2013 noting multiple concerns including animal infestations, rotting back stairs, broken windows, and various maintenance issues. Previous significant violations from 2004-2005 included problems with handrails, wood stairs, fire escape obstructions, gas meter safety requirements, fire extinguishers, and smoke detectors, many of which were addressed through multiple permits and repairs costing several thousand dollars. The building underwent roof work in 2005 (cost: $5,850) and dry rot repairs to the rear staircase and siding in 2014 (cost: $4,500), though some permits from this period are marked as expired.

The property has experienced recurring issues with its fire safety systems, electrical infrastructure, and structural elements over the years, with notable problems including electrical leaks during rain, water damage, and deteriorating stairs. A recent complaint was filed in April 2024 and resolved by July 2024, though the specific nature of this complaint was not detailed in the records. The building has had multiple routine inspections and follow-up actions between 2004 and 2014, and there has been documented concerns about short-term rental violations as recently as 2023. While many historical violations have been addressed, the presence of ongoing maintenance issues and the relatively high frequency of repairs and violations in the building's history suggest ongoing challenges with property maintenance and safety compliance.

This building has peeling paint on the stockton street facade. more importantly it has peeling paint on the rear and all the rear stairs are peeling adjacent to a church preschool yard, exposing the harm to the students. school is closed for summer, so this would be a good time for the owners to repair the damage and maintain the building. this is a lead abatement health issue for young children.
