Rent & eviction protection

Is 926-932 Larkin St rent-controlled?

Statewide backstop · AB 1482

California Tenant Protection Act of 2019

Even when a building isn't covered by local rent stabilization, the statewide Tenant Protection Act (AB 1482) may still apply. It caps annual rent increases and requires the landlord to state a legal reason to end most tenancies.

15+ years since occupancy
Built 1916
Annual rent increase cap
5% + CPI, max 10%
Just-cause eviction
After 12 months
Local rent control likely takes priority. This building appears to fall under the local ordinance above, which is stronger than AB 1482. Where a local just-cause ordinance applies, its rules govern instead of the state cap.

AB 1482 does not apply to single-family homes and condos unless owned by a corporation, REIT, or an LLC with a corporate member; to owner-occupied duplexes; or to deed-restricted affordable housing. The Act is in effect until January 1, 2030. Not legal advice — see the California landlord–tenant guide.

Initial analysis

The 926-932 Larkin Street property is a three-story, 11-unit multi-family residential building constructed in 1916, currently owned by John Pasini. The building has undergone several significant structural improvements over the years, including seismic retrofitting in 2002-2006 (valued at $57,000-$40,000), parapet safety improvements in 1987, and a complete electrical service upgrade to 400 amps in 2007. Recent maintenance concerns have emerged, with the most notable being a general maintenance inspection in September 2024 that identified issues with fire safety systems, fire escape maintenance, and other building standards requiring attention. The building has experienced recurring fire safety system inspections over the years, with the most recent fire complaint regarding sprinkler/standpipe systems in April 2024 showing "No Merit," while a 2023 Alarm Systems complaint was marked as "Condition Corrected."

The property has a history of addressing various operational and safety concerns, as evidenced by multiple repairs and system upgrades. Recent infrastructure work includes attempts to replace the house trap in 2014 and the installation of a new steam boiler in 2007. Historical repairs include roof replacement in 1996 and various kitchen renovations in 1986. The property has experienced periodic issues requiring attention, as demonstrated by multiple 311 calls in late 2024 and early 2025 regarding sidewalk cleanliness and debris, though these seem more related to the immediate vicinity rather than the building's internal conditions. The building's documented history shows regular attention to maintenance and repairs, with most documented violations being addressed and closed in a timely manner, though the recent 2024 general maintenance issues represent the most significant current concerns on record.
