Rent & eviction protection

Is 1125-1127 Cole St rent-controlled?

San Francisco's Rent Ordinance caps rent increases and provides eviction protection for most residential units built before 1979 with 2+ units. Here's how this building scores.

Statewide backstop · AB 1482

California Tenant Protection Act of 2019

Even when a building isn't covered by local rent stabilization, the statewide Tenant Protection Act (AB 1482) may still apply. It caps annual rent increases and requires the landlord to state a legal reason to end most tenancies.

Built 1907

5% + CPI, max 10%
Just-cause eviction
After 12 months
Local rent control likely takes priority. This building appears to fall under the local ordinance above, which is stronger than AB 1482. Where a local just-cause ordinance applies, its rules govern instead of the state cap.

AB 1482 does not apply to single-family homes and condos unless owned by a corporation, REIT, or an LLC with a corporate member; to owner-occupied duplexes; or to deed-restricted affordable housing. The Act is in effect until January 1, 2030. Not legal advice — see the California landlord–tenant guide.

Initial analysis

The three-story multi-family residential building at 1125-1127 Cole Street, owned by Datta Lvg Tr, was constructed in 1907 and contains 4 units. The property has undergone several significant structural modifications, most notably in 2002, when multiple permits were issued for major work on the rear stairwell, including demolition and rebuilding with relocated doors and windows, along with reroofing projects totaling over $54,000 in permitted costs. The building had a notable cluster of building and fire safety violations in 2002, with citations for egress obstructions, fire extinguisher issues, and unpermitted work, which took until March 2004 to resolve through a director hearing.

More recently, the building has experienced maintenance issues, including a 2019 complaint about water intrusion and mold in a top-floor unit, though this complaint was ultimately closed as "Not Active." A 2015 complaint reported problems with a rotting fence. The property has had recurring issues with sidewalk parking, as evidenced by multiple parking enforcement calls between 2020 and 2023, though these are external to the building's direct conditions. The building's systems were reported as corrected following a fire alarm system complaint in October 2011, suggesting responsiveness to safety-related issues. Recent 311 calls primarily relate to external matters such as street cleaning and parking violations, rather than building-specific problems.

What's driving this score

The three data points that most influenced this building's risk rating — ranked by the weight the model placed on each one.

Number of units

The number of units affects how the model reads complaint and violation totals — more units means more potential sources.

Estimated permit spend (past 7 years)

Dollar value of permits pulled at this address — large recent spend can signal deferred-maintenance catch-up.

Neighborhood location

Precise location is a proxy for neighborhood-level risk — some SF blocks have systematically higher DBI activity.
